SDVOSB vs VOSB: Which Certification Do You Need

Quick answer: if you're a service-disabled veteran, get SDVOSB. It covers more agencies, gives you more preference, and is now the only veteran-specific certification SBA recognizes for government-wide set-asides. VOSB is only useful if you're a veteran without a service-connected disability and you specifically want VA work.

The longer answer gets into the 2023 consolidation, the difference between government-wide and VA-specific preference, and why these certifications look similar but have very different practical value.

SDVOSB is strictly more valuable. If you qualify for SDVOSB, VOSB is redundant.

Eligibility differences

SDVOSB requires a VA service-connected disability rating. The rating percentage doesn't matter for SDVOSB eligibility — 10% qualifies you the same as 100%. What matters is that VA has confirmed the disability is service-connected.

VOSB requires veteran status but no disability rating. Any veteran who served in the US military and received an honorable discharge qualifies, subject to the ownership and control requirements.

Both certifications require:

  • At least 51% unconditional and direct veteran ownership
  • Veteran control of long-term strategy and day-to-day operations
  • Small business size under applicable NAICS codes

So a veteran without a disability rating can only pursue VOSB. A service-disabled veteran can pursue both but rarely should — SDVOSB supersedes VOSB for every practical purpose.

Agency coverage

This is the big difference.

SDVOSB set-asides are used across every federal agency. DoD, GSA, DHS, Treasury, HHS, Interior, every cabinet department. The 3% government-wide goal applies to all of them, and contracting officers at every agency use SDVOSB set-asides to hit that goal.

VOSB is specifically a VA certification for VA contracts under the Vets First Contracting Program. Outside VA, VOSB status gives you nothing. Other agencies don't recognize VOSB as a set-aside category.

If you only intend to sell to VA, VOSB is sufficient. If you want to bid at any other agency, you need SDVOSB (assuming you qualify) or a different certification entirely.

The 2023 consolidation

Before 2023, SDVOSB certification was split:

  • SBA certify.SBA.gov certified SDVOSB for government-wide set-asides
  • VA CVE (Center for Verification and Evaluation) separately certified SDVOSB and VOSB for VA contracts

Veterans frequently certified twice and dealt with two different review processes, documentation requirements, and renewal cycles. In 2023, Congress consolidated SDVOSB certification under SBA. The VA CVE process was retired for SDVOSB. VOSB certification remains with VA.

What this means practically:

  • If you're SDVOSB-eligible: one application at certify.SBA.gov gets you government-wide SDVOSB status, which is automatically recognized by VA for Vets First priority.
  • If you're VOSB only (no disability rating): VA still certifies you directly. That certification only matters for VA contracts.

If you were VA-certified as SDVOSB under the old CVE system, your status should have been migrated to SBA's platform. Verify at certify.SBA.gov.

Which agencies prefer which

The short answer is SDVOSB everywhere, VOSB only at VA.

VA is the only agency where VOSB specifically gets you preference. Under Vets First, the VA awards contracts in priority order: SDVOSB first, then VOSB, then other small business set-asides. VOSB is second in that stack.

DoD hits its SDVOSB goals heavily. Army, Navy, Air Force, and specifically medical and engineering services see consistent SDVOSB set-aside activity.

DHS, HHS, Treasury, GSA all use SDVOSB set-asides across their contracting portfolios. No similar preference for VOSB.

State and local agencies sometimes mirror federal veteran preferences but the rules vary by jurisdiction. Some states have veteran-owned business programs that accept VOSB status. Check state-specific rules if state/local work is part of your mix.

Can you have both

Mechanically, yes. If you're SDVOSB-certified, you automatically qualify for VOSB status since SDVOSB is a stricter subset (all SDVOSBs are veteran-owned, not all VOSBs have service-connected disabilities).

Practically, there's no reason to hold VOSB separately if you're SDVOSB. Your SDVOSB certification already gets you Vets First priority at VA. Adding VOSB on top adds no preference and creates a second certification to maintain.

The exception: if you're a veteran without a service-connected disability and you do VA work, VOSB is your only veteran-specific certification. You can't hold SDVOSB because you don't meet the disability requirement.

Recommendation framework

Three cases.

Service-disabled veteran, any customer base: Pursue SDVOSB only. Don't bother with VOSB separately.

Veteran without service-connected disability, primarily VA customer base: VOSB. It's the only veteran-specific preference available to you, and VA is where it matters.

Veteran without service-connected disability, primarily non-VA federal customer: VOSB probably isn't worth the effort. Focus on other certifications you might qualify for (WOSB, HUBZone, 8(a)) depending on your situation. General small business size status gets you into the 23% small business set-aside pool regardless.

Pitfalls

Pursuing VOSB as a "starter" certification. Some contractors get VOSB thinking they'll upgrade to SDVOSB later if they get a disability rating. If you don't have the rating now, pursue certifications that actually match your current situation. Don't chase a certification you can't meaningfully use.

Assuming VOSB helps at non-VA agencies. It doesn't. Your VOSB status doesn't appear as a preference category in any other agency's contracting system. Don't rely on it outside VA.

Missing the 2023 migration. Some veterans with old VA CVE certifications assume their status carried over automatically. Verify at certify.SBA.gov. If your record isn't there, contact SBA.
